Deborah Heater leads Strategic Performance Systems with a clear purpose: to help organizations operate with integrity, clarity, and measurable impact.

Building a culture of excellence is both disciplined work and thoughtful design. It requires a strong organizational framework, the right talent in the right roles, and leadership practices that align people, performance, and systems. Organizational success is ultimately reflected in how well stakeholder needs are met, internally and externally. The challenge lies in translating good intentions into structured, sustainable action.

Deborah brings more than 27 years of executive and advisory experience guiding leaders through systemic challenges, organizational redesign, workforce engagement issues, and complex employment matters. She works at the intersection of leadership effectiveness, operational accountability, and workforce culture.

Her work includes executive advisory services to senior leaders and boards, organizational development and performance alignment, employment law risk reduction and policy compliance, investigation oversight, corrective action strategy, dysfunctional teaming assessment and repair, leadership development, and the advancement of inclusive performance cultures that strengthen innovation and problem-solving.

Deborah’s background spans state government, K-12 and higher education, nonprofit organizations, and municipal entities. Her work has included executive leadership roles, strategic planning facilitation, workforce restructuring, compliance oversight, and culture transformation initiatives.

As an attorney, she approaches employment practices with a preventative lens, helping organizations reduce exposure to liability while maintaining fairness, transparency, and operational effectiveness.

Deborah was a founding advisor for Northern Kentucky University’s Master’s Degree in Leadership and Innovation, originally developed as the Executive Leadership and Organizational Change program. The curriculum emphasized emotionally intelligent leadership, strategic thinking, and cohesive teaming cultures.
